1. Open new image 450 x 300

2. Select a colour or use 69BDF4
Go to the Colour boxes
Set the Top Box to Blue
Bottom Box to White
Open up the GRADIENTS BOX and find your combination colour

Set the Gradient settings

Flood Fill your image.

3. Open up your girl tube and copy, paste as new layer
Position

Change the Blend Mode on the layer palette to
PSP 7...Luminance
PSP 8 / 9...Luminance Legacy

4. Open up the flower tube and copy, paste as new layer
Ensure it is beneath your girl layer
Position

Change the Blend Mode to Soft Light
Merge both the layers visible.

5. Duplicate the layer and activate the top copy
Go to
PSP 7...EFFECTS...BLUR...MOTION BLUR
PSP 8 / 9...ADJUST...BLUR...MOTION BLUR
Angle 268 Strength 4
Lower the opacity of the layer 60
Merge both layer visible.


6. Set the colour box
Top box to white
Bottom box set to NULL.
Activate the Preset Shapes
PSP 7 / 8...RECTANGLE
PSP 9...SQUARE
Draw your square

Convert to raster.

7. Activate the Magic Wand...Feather 0
Click inside your square
Go to SELECTIONS...MODIFY...EXPAND 2


Activate your image layer
Go to SELECTIONS...PROMOTE TO LAYER
DO NOT DESELECT

8. Reactivate your square layer
Go to EFFECTS...PLUGINS...EYECANDY...MOTION TRAIL

SELECTIONS...INVERT
Hit Delete.
Selections None.

X out the main image layer
Merge the promoted layer and square layer visible.

9. Activate the main image layer
Go to EFFECTS...PLUGINS...PHOTOEFFEX...SCANLINES

Merge all layers visible.


10. Now onto the font
I used 2 fonts
For my bold font....Jade Monkey, all captials, size 55, colour blue, opacity lowered to choice.
My second font...Alison, size 36, colour white
Drop Shadow
Vertical / Horizontal 2
Opacity 30
Blur 7

Layers Merge FLATTEN.

11. Go to IMAGE ADD BORDERS
PSP 7 set your colour boxes to a white
PSP 8 / 9 set colour to white when box comes up
Border width 3

Set your next colour to a pale blue
Back to ADD BORDERS
Border width 2
